Start with the protected function

Identify the processes that must continue, the people and assets that matter most, and the locations where an incident could create cascading consequences. This establishes operational priorities before technology is discussed.

Describe observable events

Frame scenarios in terms of what can be observed: an unknown object enters a defined area, remains near an operational zone or crosses a boundary. Avoid assuming intent before information is verified.

Account for the site environment

Terrain, structures, background traffic, radio conditions, weather, power and communications all affect the design. Existing security procedures and decision authority are equally important.

Agree how evidence will be tested

A pilot should define scenarios, records, responsibilities and acceptance criteria in advance. A component-level marketing range does not demonstrate the complete path from detection and confirmation to operator action.
